Manufacturers could have cut corners and used lower-end cards like the RTX 3050 or the standard 3060, but decided to push the boundaries and go with the 3060-Ti. This GPU is a great mid-range card and can definitely run some games at 4k resolution. However, newer, more graphically complex games cannot be used on this GPU, as it is often difficult to maintain a smooth 60fps.
For example, games like Cyberpunk 2077 and Red Dead Redemption 2 average around 30 fps when running at 4K resolution, but can be improved by lowering settings. Games with less run much better, reaching 60+ fps easily on high settings.
